Training Changes

Circle Ten Council has been selected as one of twenty councils to pilot required training in 2010. The Executive Board has voiced support of this initiative, and has adopted a resolution to support it with the belief that every youth deserves a trained leader.

The pilot will begin Jan. 1, 2010, and will require all Top Unit Leaders to be fully trained during one year from their official registration date with the council. Top Leaders are Scoutmasters, Cubmasters, Venturing Crew Advisors, Varsity Team Coaches, and Sea Scout Skippers. The pilot will continue through 2011, when all Direct Contact Leaders will be required to complete Basic Leader Training. Direct Contact Leaders include anyone that has direct contact with youth members who include Assistant Scoutmasters, Assistant Cubmasters, Tiger Cub Den Leaders and their assistants, Cub Scout Den Leaders and their assistants, Webelos Den Leaders and their assistants, Associate Crew Advisors, Assistant Varsity Team Coaches, and Sea Scouting Mates.

All other councils will begin required training for Top Leaders in 2011, and for all Direct Contact Leaders in 2012. To prepare for the pilot, the Council Training Committee will be conducting a training inventory of leaders, and updating training records. The Training Committee will also be expanding the training opportunities of training courses and will work with untrained leaders to make training available in extenuating circumstances.

Several councils adopted required training several years ago and the outcomes were that trained leaders generally present a higher quality program that retains youth and leaders in Scouting longer, and that training courses review basic safety procedures which improves the safety of our youth.

To further support the vision of "Every Scout Has a Trained Leader", beginning on January 2010, any Pack, Troop, Team, Crew, and Sea Scout Program shall have their Top Leader completely trained for their position.
